In order to facilitate the development of the Russian scientific and innovative sphere, the state policy for the development and support of small enterprises in scientifically-technical sphere at the Federal level, there is the Fund of assistance to development of small forms of enterprises in scientific - technical sphere.

UMNIK 

The UMNIK program includes funding for development to the stage of commercial application) of a certain scientific-technical ideas for two years. The amount of funding is 200 thousand rubles per year. The selection of the first and second year of participation in the program osushestvlyaetsya a competitive basis.

The main teleprogrammy "NERD" — identify young scientists seeking self-actualization through innovation activity and to stimulate mass participation of youth in scientific-technical and innovative activity by organizational and financial support for innovative projects.

Program participants may be individuals from 18 to 28 years old inclusive (as a rule, students, postgraduates, young researchers), selected on the accredited activities of the programme. Every country selected from 1000 designs.

The number of prizes is not determined in advance and depends on the quality of each job and ability of the bidder to present your project.

The decision to continue participation (the transition to the second year) is accepted by the Expert Council, taking into account the results of work of the participant of the Program in the first year and subject to fulfilment of all requirements of the Program.

START

The program "Start" in the first place, the initiative focused on researchers who want on the basis of their innovative ideas to create a sustainable business.

The project is financed in the form of grants to legal entities, the competitions are held on a regular basis throughout the year. Applications are reviewed as they arrive within approximately 3-4 months from the date of submission.

The purpose of the program — state support of small innovative businesses seeking to develop and master the production of new goods, products, technologies or services using the results of their scientific and technological research, in its early stage of development and has a great potential of commercialization.

COMMERCIALIZATION

The Fund of assistance to development of small forms of enterprises in scientific-technical sphere in accordance with the decree of the Russian Government from 25.09.14 No. 981 and the order of the Ministry of economic development dated 27.10.2014 No. 680 is holding a contest "Commercialization", which aims at providing grants in the form of subsidies to Finance costs associated with the implementation of innovative projects, the results of which have the prospect of commercialization, with the exception of expenses on performance of research, developmental and technological works.

The Contest aims at providing financial support for small innovative enterprises that completed the R & d and planning to create or expand production of innovative products. In executing the project the company should significantly increase the volumes of sales of innovative products and to increase the number of jobs.

Grants are provided to small innovative companies who have passed the competitive selection for the right to receive a grant in the amount of not more than 15 million rubles, assuming 100% co-financing from own and (or) attracted funds of third parties.

In the Competition can participate entrepreneurs without formation of legal entity and legal entities operating for at least a year that meet the criteria for classification as a small business entity in accordance with the Federal law of 24.07.2007 № 209-FZ, have submitted application with all required documents in the information system of the Fund.

Businesses need to have their technological and financial history to occupy a niche in the market. Special attention will be given to the most promising companies in terms of import substitution and increasing domestic demand.

Evaluation of projects is conducted according to the following criteria: scientific-technical level of the product underlying the project; the prospects of implementation, commercial realization of product; socio-economic effect from implementation of the project.

The project should lie qualified to undertake an economic analysis of the market and a well-researched business plan. Projects should contain a clearly stated scientific and technical component, based on intellectual property owned by a small business-the applicant. The project should be the ways and means of commercialization of scientific ideas, justified by the commercial impact of the project.

COOPERATION

The goal of the Program is the involvement of small business to create and/or update high-tech manufacturing large manufacturing companies.

The requirement to participants of the Program

Artist:

– Russian company that operates at least 1 year and fits the criteria of a small business in accordance with Federal law No. 209-FZ of 24.07.2007.

Initiator:

– the Russian company which meets the criteria for medium enterprises in accordance with Federal law No. 209-FZ of 24.07.2007 and larger;

– has a sales network for successful commercialization of R & d results;

– has the ability to provide parity funding for commercialization of results of R & d from non-budgetary sources.



Implementation Of The Program

1. The initiator submits the application for the formation of subjects of lot and terms of reference for the development of R & d the implementation period to 24 months.

2. The Fund considers application, approves and announces a contest under No. 44-FZ dated 05.04.2013 for funding of the Contractor.

3. There is a contest and is determined by the Contractor.

4. A contract for budget funding for a period of not more than two years and not exceeding 20 million RUB Payments are made in four tranches every six months subject to passing of previous reports on R & d and Finance.

5. The initiator provides parity funding in the amount of not less than RUB 20 million for commercialization of the project (equipment, marketing, testing, training, people, certification, etc. everything except R & d).

6. The initiator within 5 years after the end of funding for the Program provides a report to the Fund about the status of sales of the developed products.



Criteria applications

The application of the Initiator on the formation of subjects of lot and terms of reference for the development of R & d must ensure: access to new markets, the possibility of import substitution and/or export potential, and/or modernization of production.

The project proponent can submit up to two bids with the technical specifications for the implementation of R & d within the Program.

Amount of financing – up to 20 million rubles the Term of performance of projects – up to 24 months.

The programme is ongoing. Applications will be reviewed on a regular basis.
