Presidential program for training managerial personnel for organizations of the national economy of the Russian Federation

The strategic goal of the program is to improve the quality of management of organizations of the national economy of the Russian Federation, as well as their competitiveness and efficiency. 

Main tasks:

* retraining in Russian educational organizations of specialists of enterprises in the enlarged group of specialties and directions " Economics and management»;

* internships in leading Russian and foreign organizations;

* assistance in the implementation of national goals and strategic development goals of the Russian Federation. 

State customer of the program: Ministry of economic development of the Russian Federation.

The main coordinator of the program is the Commission for the organization of management training for organizations of the national economy of the Russian Federation. 

The main normative legal acts regulating the implementation of the Presidential program for training managerial personnel:

* Decree of the President of the Russian Federation No. 774 of July 23, 1997 " on training of managerial personnel for organizations of the national economy of the Russian Federation»;

* Resolution of the Government of the Russian Federation of February 13, 2019 No. 142 "on training of managerial personnel for organizations of the national economy of the Russian Federation in 2018/19-2024/25 academic years and invalidation of certain acts of the Government of the Russian Federation".

 type "A" is a project - oriented educational program that provides professional retraining of specialists within an enlarged group of specialties and areas of" Economics and management " with a focus on the development of Manager competencies in the process of training, preparation and implementation under the guidance and advice of a teacher in the interests of the organization that sent the specialist for training of the project implemented throughout the educational program.

The "A" program is aimed at senior managers and is aimed at implementing a strategic project of changes in the organization from the position of its head. A prerequisite for admission to this program is a successful presentation of your organization's development project.

 

type "B" - basic educational program - provides professional retraining of specialists in the direction of "Management" with a focus on the development of Manager competencies in the process of participation in classroom and extracurricular classes under the guidance of a teacher and independent learning of educational material.

The choice of an educational program is made by a specialist in consultation with the management of the sending organization. When filling out the documents, specialists should indicate the appropriate type of educational program for which they will be trained.

Classes are held in the afternoon. Upon completion of training, a diploma of professional retraining of the established sample is issued.

Financing

Funding for training under the program is shared:

1) at the expense of the Federal budget and the budget of the Rostov region, 66% of the cost of training in educational organizations is financed; 

2) at the expense of the sending organization or specialist (citizen), 34% of the total cost of training in educational organizations is financed;

3) at the expense of the Federal budget and the host country, the organization of internships in leading Russian and foreign organizations (including travel, food, accommodation) is financed.

 

Requirement to candidates

Candidates who meet the following requirements are invited to participate in the program:

• age up to 50 years. Participation in the competitive selection of specialists over 50 years of age is allowed only in exceptional cases in agreement with the Federal Commission for the organization of management training;

• higher education;

• total work experience of at least 5 years;

• at least 2 years of managerial experience;

* participation in the organization's development project. 

Having a diploma of the winner of the all-Russian competition of managers "Leaders of Russia" gives priority to inclusion in the regional quota (without passing competitive tests (General and special competitions), subject to compliance with the requirements for participants in the competitive selection).

The program does not provide training for managers of foreign companies and representative offices that are not registered as legal entities on the territory of the Russian Federation.

Competitive selection is carried out by the competition Commission of the Rostov region, formed from representatives of Executive authorities and higher educational institutions involved in the program. 

Short summary

In the Rostov region, 2,352 people have been trained under the program since 1997, 397 of them were sent to foreign internships, and 154 people were trained at Russian enterprises. 29 graduates of the program are in the reserve of management personnel of the Rostov region (data as of 02.07.2020). 

Many organizations that sent their representatives for training under the program managed to solve specific production problems:

* implement advanced technologies;

* establish new mutually beneficial economic relations with Russian and foreign organizations. 

After completing their studies, graduates of the Presidential program have the opportunity to complete an internship at a Russian or foreign enterprise.

Graduates of the program are trained at leading enterprises in 6 countries: Germany, Japan, Finland, Norway, France, and China.
