The head of Rospatent Grigory Ivliev - inventors will be taught to work in the "figure" and make a profit

It will be easier for inventors to patent their inventions. Without leaving the office, they will be able to obtain data on patents issued in the world, of which there are millions, and their comparative analysis. The problem today is that many of their inventions Russians do not make out.

The search platform, which will allow each inventor to obtain such data, will work in 2021, Grigory Ivliev, head of the Federal service for intellectual property (Rospatent), told Rossiyskaya Gazeta in an interview.

Grigory Petrovich, how has digitalization already affected the Institute of intellectual property and how will it change in the coming years?

The search platform, which will allow each inventor to obtain such data, will work in 2021, Grigory Ivliev, head of the Federal service for intellectual property (Rospatent), told Rossiyskaya Gazeta in an interview.

Grigory Petrovich, how has digitalization already affected the Institute of intellectual property and how will it change in the coming years?

Grigory Ivliev: There are a significant number of developments in the field of digitalization that require protection in terms of intellectual property. And we have a lot of such applications, we protect digital technologies, there are many interesting inventions and developments. Especially in areas such as 3D technology, metallurgy, physics, space. In these areas, Russia is now at the forefront of the world.

Within the patent system, digitalization is also taking up more and more space. All patent activity is based on the world information systems. When we conduct an examination, we analyze the entire world Fund of scientific literature, including patents. These are hundreds of millions of sources. Only with the help of information systems it is possible to cover this array. And we are no longer just getting information, and systems are beginning to issue analytical materials.

Rospatent has established a project office for patent Analytics, which is based on automatic searches and comparisons. The program immediately gives us analytical maps, charts and identifies trends. Experts consider applications with the results of such intellectual information search.

Machine offers watch, that already has found on their own. Soon this system will be available not only to our experts, but also to applicants. When applying to Rospatent, they will immediately receive an automatic response that will allow applicants to clarify their position, formulate it correctly, take the necessary measures to protect their invention or other intellectual property.

And when will the search platform work, which will allow each inventor to obtain data on already granted patents?

Grigory Ivliev: we are creating a prototype by the end Of the year, next year we will begin trial operation in some of its areas, and in 2021 - universal use.

The platform will be put into operation in parts, as soon as the services are ready. As soon as the register of 3D images for intellectual property is ready, we will introduce it immediately. But this model is very difficult for development, we need to adopt legislative regulation, create the system itself. The bill is almost at the exit, will soon be considered by the government. We are already testing the register of 3D images in ten engineering centers.

When "Yandex.Patents" will add to its database information not only on domestic but also on foreign patents?

Grigory Ivliev: We continue this work, but it is much more complicated. We are talking about including the entire world patent Fund in the database. We hope that the product will be ready by the end of the year.

According to Rosstat, only 49 percent of patent applications and more than 70 percent of trademark applications were filed electronically in 2018. Why do inventors ignore the electronic filing method?

Grigory Ivliev: It's some kind of phenomenon thinking. How to change mentality? We proposed to resolve the issue by law, simply oblige everyone to apply electronically.

At the same time, we try to act by persuasion, without obliging anyone. The method of persuasion to provide 80 percent of the filing of trademark applications in electronic form was not easy, but we managed. I think that the number of inventions will also increase.

We respect inventors who submit information on paper, but they should keep in mind that the whole process - from the moment of filing an application to the issuance of an electronic document confirming the decision of Rospatent - takes place in electronic form. If the application comes on paper, we digitize it. We convince inventors and entrepreneurs that it is faster, better, and even 30 percent cheaper.

The number of registered trademarks is several times higher than the number of inventions. Do you see any risks for the economy?

Grigory Ivliev: This has not always been the case, this is a recent trend, and we see a huge advantage for the economy in the fact that we have a growing number of trademarks. This means that the goods and services that are purchased in our country already have a good reputation.

It is very important that our economy becomes quality. Trademarks reflect primarily this trend. In addition, trademarks in such numbers show that the economy is developing in the right direction.

Unfortunately, in recent years there has been no growth in inventions. This is a bad trend. The national project "Science" assumes an annual growth of 10 percent of the number of Russian applications for inventions until 2024. But this is not the limit for our research sector, we have many inventions and achievements that require patent legal protection. It is impossible to enter the world market without it. And within the country, without using these mechanisms, inventors lose their achievements, and with them the advantages that the legal protection of inventions, utility models and prototypes gives.

The problem is not that they do not invent, but that they do not register?

Grigory Ivliev: the Problem is that there is no effective work on the legal protection of the results.

Our researchers and manufacturers are sometimes careless about the completion of their work - the consolidation of these results. But the situation is changing, the requirements for completing the work of patenting in their Federal programs have already been fixed by Rosatom and Roscosmos. Most of the questions are about money. Researchers should get a good salary to be able to invent. For the patent application need professionals who can the claims be so that it shows what you need to the applicant. This is a highly professional job, it requires appropriate payment.

Now the state programs will provide for measures to compensate for the costs of such specialists. The state now compensates the costs of foreign patenting not only for fees, but also 70 percent of the costs of work carried out for patenting.

The creation of such mechanisms for patenting abroad and domestically is very important. The state should provide tax incentives to those who bring to market - internal or external - a patent-protected product. A good option is the so-called patent box, which provides for the use of the latest patents issued in the last 3-5 years.

It is necessary to give enterprises this privilege, so that the new product reaches the producer and consumer. So that we can use all the achievements of scientific and technological progress. Then a lot of industrial technologies, which will be introduced in the production, will facilitate the life of the whole country and the ordinary consumer.
