Ilya Kurmyshev: NTI support programs help companies become market leaders

On July 7, Ilya Kurmyshev, Director of NTI market development at RVC, spoke about support programs for high-tech companies at the session "Financing medium-sized enterprises: how businesses can build cooperation with development institutions", held as part of the Innoprom international industrial marathon.

Four project support programs are currently available on the Digital RVC platform that develop products for the global market and have a direct link to one of the directions of the National technology initiative. The target amount of financial support is from 50 to 300 million rubles for projects up to three years. Another mandatory condition is that the initiator of the project must provide 50% of extra-budgetary funding from the total amount of financial support that it expects.

"When evaluating companies, we look at three groups of parameters: technological level, export potential and business scale. Depending on where there is a gap and the ability to overcome it, the relevant form of support is determined," Ilya Kurmyshev said.

One of the most popular support programs is NTI Export. It is focused on supporting the final stages of product development and its introduction to the global technology market. Medium-sized companies with a high level of technological readiness of the product can become participants of the program. According to Ilya Kurmyshev, the effectiveness of their projects is measured primarily by the volume of export revenue achieved.

For large companies that bring high-tech products to the market that are not always associated with the main business, there is a "Spin-off NTI"program. The requirements for potential participants are similar — high technological readiness and a focus on the global market.

The third program, NTI's Technological breakthrough, supports small companies as well as teams of research centers with earlier-stage developments.

"The result of a three-year project within the program should be a prototype of a product that surpasses its global counterparts in characteristics. This is quite an ambitious goal in terms of technologies that need to be developed, " Ilya Kurmyshev said.

Finally, the NTI Infrastructure support program stands out from the rest in that it is aimed at creating and supporting services and infrastructure solutions that help develop globally oriented high-tech companies in Russia.

According to Ilya Kurmyshev, the programs use two main financial instruments. For most new projects, a joint venture SPV (special purpose vehicle) is created, where the NTI project support Fund is included in the capital, and control remains with the project initiator company. If we are talking about support at an earlier stage, then grant tools are used.

On the Digital RVC online platform, you can apply for participation in any of the support programs: within a few days, the application goes through the rapid examination procedure and then all the stages of consideration and evaluation in turn until the final decision on support.

In the context of the coronavirus pandemic, it is particularly important to support projects in the segments that show the highest revenue growth.

"Such projects have a real chance to get a significant share in new global markets that have significantly accelerated growth under the influence of the pandemic challenges," Ilya Kurmyshev notes.

In addition to the main programs, in may 2020, RVC launched an additional anti-crisis grant program to support developers of technology projects aimed at combating the COVID-19 pandemic and its consequences. In the fast track format, projects with a duration of up to six months and a budget of up to 50 million rubles are considered, which can make a significant contribution to the fight against coronavirus. At the same time, a new form of working with projects is being developed — open selections, for which technological and product priorities will be determined. For applicants to participate in programs, this means reducing the time for making decisions on project support and allowing long-term planning of their launch, taking into account the formed selection schedule.
